This is the cheapest form of tester and there are dozens, if not hundreds of different ones. Normally there are guidelines and instructions right on the tester. If you don't have the instructions, toss it and spend 8 or 10 bucks on another cheapie, or just have a shop check it.
EDIT: GAGES AND TESTERS 101:
There is no gage or tester where the desired reading is either the maximum or the minimum value. Those that are saying 5 balls floating are wrong. This is a specific gravity test. Antifreeze is more dense (heavier) than water. Pure water and all 5 balls sink. Pure antifreeze and all 5 balls float. The most effective mix depends on the antifreeze you buy, but is between 50-50 and 75-25 (Antifreeze-water). Some brands come pre-mixed to the optimum ratio (perfect for those who don't understand a specific gravity test). Add more antifreeze and your protection DECLINES from there.
Also, this type of tester is specific to one of several types of antifreeze. If you do not know which type the tester is for, again, toss it (they are as cheap as $3.00). And if you do not know which type is in the radiator, again...stop in at a your favorite parts store and they can likely tell you, and may even test it for free.
All 5 balls floating likely indicates that you have over 75 percent and up to 100 percent antifreeze. For Chicago, you want the maximum freeze protection as shown on the side of every antifreeze bottle.
