How can I assemble my computer?

Here's what I've tested:

The power supply works fine. I bought a tester and it is verified.
The CPU fan works fine, when I plugged it into a 12V slot on the power supply it ran.

The only things I've plugged in to the mobo are the 20 and 4 pin power cables, the CPU fan, and the power-on button.

I don't think it's the motherboard. I thought it was, so I bought another. But both give exactly the same behavior: when I turn it on, the CPU fan and the power supply fan do about a rotation, then a split second later, stop. That's it. And both mobos did it. What am I doing wrong?
Also, I've added a CPU. I've checked that my mobo supports it. And I've switched it with another compatible CPU. Neither work, and both do the same thing.
It is not in the case yet. It is just on a wood table.

Are you using standoffs in the case? If you don't use standoffs and just screw the motherboard directly to the case, you will short it out, which will prevent it from powering on (and may even damage it).

Are you sure the power connection to the motherboard is secure?
