I wouldn't recommend a Biube for seahorses (do you have a marine or freshwater Biube? Seahorses are saltwater fish). These are very challenging fish and Biorbs and Biubes aren't known for their excellent filtration, anything under 20-25 gallons is for marine experts only.
As for a 9 gallon freshwater Biube, its a bit restricting as fish swim side to side, not up and down, so really you should consider it half the gallonage it really is and only stock say a few male guppies. Its too small for active shoaling fish, gouramis or bettas would only hang out at the top and there's not enough surface area for bottom dwellers like corys.
